Availability: Find a library where document is available Abstract: This paper identifies and defines the factors which ports must assess to successfully manage the challenges of change. These factors include: changes which have occurred in the external environment; the implications of these changes for ports; the response of ports to these changes; and what the future holds for ports. Changes in the external environment include changes in trade patterns, transportation deregulation and rationalization, and cargo concentration. To respond to these changes, ports need to adjust their operations in terms of pricing, services, and facilities.
