Availability: National Highway Traffic Safety Administration 1200 New Jersey Avenue, SE Abstract: The National Highway Traffic Safety Administration (NHTSA) commissioned the Transportation Research Board to review the State traffic records systems, and determine how NHTSA could most effectively help the States develop or improve them. The first phase of this study consisted of a review of the capacity of the State systems to correlate data from various sources in order to answer questions related to high-priority safety programs. The second phase of the study reported here consisted of making an evaluation of what NHTSA has done in the past to help the States develop their traffic records systems, and making recommendations for future NHTSA action. For an effective traffic records program, NHTSA must advocate State traffic records systems as a vital foundation for Federal, State and local safety programs, coordinate efforts at all levels of government to ensure that the benefits of cooperation are realized, and support the development and use of traffic records systems with Federal resources in critical areas. NHTSA's past record in these areas are discussed, and recommendations for future action are listed.
