Abstract:

Accident records are the core of traffic records systems, which include a variety of safety-related data. These data are used to identify safety problems and to develop and evaluate programs to resolve those problems. This report describes some of the characteristics of traffic records systems operated by several States. A steering committee was appointed by the Transportation Research Board to plan and conduct the task of studying State comprehensive computerized safety recordkeeping systems. To identify the technical and institutional characteristics which mark a successful traffic records system, 5 benchmark questions were developed. These questions related to the following: alcohol, occupant restraints, emergency medical services, police traffic services, and highway safety construction. This report presents the findings of the steering committee with particular reference to basic files (accident file, roadway file, vehicle registration file, citation/conviction file, and emergency file); and basic links (driver license numbers, vehicle registration or identification numbers, location reference, emergency medical services trip numbers) dealing with the benchmark questions; and institutional considerations. Relevant institutional considerations covered include the following: management understanding and continuity, commitment and balance, coordination, turf, organization, accountability, user relations, and cost effectiveness.
