Availability: Find a library where document is available Abstract: Existing statewide needs studies, previously used in Arizona and currently used in most states, are driven by a minimum tolerable standard, which, typically, cannot be directly related to the performance of the highway system. A revised process, developed in Arizona, is performance driven. The computational procedures select capacity, physical condition, and safety needs in response to performance standards set by the user and test the selected needs against seven performance measures. The results obtained in Arizona have yielded significant differences in costs and performance among the tested performance alternatives.
