Planning for traffic operations improvements to enhance flow and safety at spot locations or along major corridors, assessment of impacts of new land developments; and financing. In the case of growing communities, a data base is useful for planning. When communities are declining, essential transportation services have to be provided but from a diminishing resource base. Public transit offers opportunities for delivery of cost-effective transportation services, often tailored operations to meet mobility needs of special groups.
