Abstract:

A new highway programming process developed in New Mexico and its advantages are briefly described. Hearings have been initiated in all the counties to explain the program and the processes of selecting projects. Comments are also made on the rating procedure used in the state. New Mexico does not have a cut-off point for identifying the sections that need improvement. Instead the foundations, safety, surface, and capacity are considered individually. Various features of the rating procedure are noted. Comments are also made on a recently implemented highway needs program, a photolog system, a pavement management system now being developed, and a computerized project scheduling and monitoring process.
