This workshop, which based its deliberations on three resource papers, consisted of two groups that concluded that planning training, the question of who is in charge, and funding were priority problems that should be dealt with. Each of these problem areas are discussed in this paper. The recommendation was made that a single federal lead agency be appointed to coordinate emergency response activities. Handling emergency response incidents by setting priorities and categorizing issues was discussed and problem areas were identified.
