Availability: Find a library where document is available Abstract: This paper discusses regulatory action including but not limited to issuance of regulations. It applies to judicial, legislative, educational and then actions by the regulatory agency. The recommendations are as follows: define and publish the purpose of the regulatory agency; establish an agency guideline of assignment of priorities; agency should take no regulatory action unless there is a real problem; there are several sources of information to document problems; problem definition before action is vital and often overlooked; only after satisfactory problem definition should there be tentative selection of alternative solutions; alternative solutions identified by the agency should be published; adopt the chosen solution; careful consideration should be given to selection of mandatory effective dates; the adopted solution should be made the target of publicity training; enforcement of the adopted solution is essential to assure awareness and compliance; and effectiveness of the selected solution must be periodically assessed. Each of the above recommendations are discussed in detail.
