Abstract:

Ocean Thermal Energy Conversion (OTEC) is one of several solar energy programs of the Department of Energy. The Panel on OTEC Ocean Engineering of the National Research Council was formed to assess the state of ocean engineering knowledge, technology, and practice necessary to design, construct, and operate OTEC plants. The panel focused its study on such areas as platforms, moorings and foundations; sea water system interface with the OTEC plant; pipeline configurations; and submarine electric power transmission cables.
