Specific consideration is given to (a) management structure, (b) end-result specifications, (c) sharing areas of risk, (d) mutual respect, (e) open communications with bilateral resolution of issues, (f) process for feedback, and (g) monetary and nonmonetary rewards. The avoidance of adversarial relations between owner, engineer, and contractor was key to a successful quality program in an adversarial political environment.
