Abstract:

This conference focused attention on (a) experience with existing local, state, and federal relocation and acquisition programs, and (b) suggestions by conference participants for improvements to existing regulations and procedures. The effects of the 1970 Uniform Relocation Assistance and Real Property Acquisition Policies Act are discussed. Although substantial progress resulted from the Act, problems remain to rectify shortcomings of this Act and of other proposed legislation, improvements were suggested. The principal suggestions that emerged from the five conference workshops may be grouped into six topical areas: more uniformity, expanded eligibility, adequate payments, improved treatment of businesses, improved relocation assistance services, and project planning processes. This paper briefly outlines each of these areas.
