Abstract:

The background, basis, and scope of the management and technical assistance available to transit systems through the Iowa Department of Transportation are detailed. Management and technical assistance is an integral part of Iowa's transit program, and the state has a vital role in providing this assistance. Economies of scale, consistency of policy, and sharing of information are significant benefits of the statewide program. However, the techniques and tools used for management and technical assistance must be refined as better information becomes available and program feedback is analyzed. Incentives can and should be established to ensure that the management assistance program is utilized. Iowa's approach to management and technical assistance is broad based and extensive. Various portions can be readily used by other states and transit organizations. (Author)
