Title: METHOD FOR DISTRIBUTING FEDERAL SMALL URBAN AND RURAL TRANSIT ASSISTANCE AT THE STATE LEVEL

Digital Copy: Abstract: Recently passed federal legislation has initiated assistance to small urban and rural public transit operations. A role for the states in distributing this assistance in a fair and equitable way is mandated. This paper presents a method for allocating a state's share of appropriated funds for planning, capital expenses, and operating assistance. Emphasis is placed on the distribution of operating assistance, in which small urban and regional systems are considered separately. Within each of these two categories, efficiency and need are balanced in allocating available funds to individual properties. The suggested procedure is applied to data from the state of Iowa, and the potential for its implementation in other states is assessed. (Author)
