Digital Copy: Abstract: Many different federal and state programs fund local transportation services. This multitude of funding sources leads to lack of efficiency in transportation service delivery because it encourages a multitude of providers at the local level. The 50 states were surveyed to determine whether any had undertaken programs to coordinate their transportation resources. Five states have initiated programs at the state level to coordinate or jointly make funding decisions so that the transportation funds from the various sources are used to complement one another. The basis element in all five state programs is communication among the various state agencies responsible for administering the funding programs. These states, either through legislation or executive order, have created interagency transportation committees that review requests from local agencies for transportation funding and make recommendations on funding. The interagency approach has succeeded in avoiding duplicate funding of services and in identifying local areas that have not been receiving funds. The five states believe that the coordination of state programs has allowed them to receive more cost-effective transportation services. (Author)
