Abstract:

This paper discusses the proposed rationing plan issued by DOE in response to an executive order to develop the standby gasoline-rationing plan that would be necessary in the event of a serious energy supply crisis. The features of this plan are discussed under the following headings: ration entitlements; priority classes; reserves; issuance of ration allotments; coupons; and ration banking.
