Abstract:

This paper addresses the questions concerning what the major institutional agencies did in response to the 1979 fuel shortage and what reforms would help the nation prepare for and respond to future fuel shortages. In providing general and primarily qualitative answers to these questions, the paper focuses on mass transportation services (i.e., transit, paratransit, and ridesharing services) and automobile travel.
