Availability: Find a library where document is available Abstract: After a discussion of the various institutional, political, and social barriers which preclude government from responding to a crisis in an effective and efficient manner, this paper suggests that government take a minimal role in responding to energy contingencies. This least necessary role for government is described as the government doing a better job of identifying what the public wants and needs by planning with people, not for people.
