Digital Copy: Abstract: A plan to extend I-35 around the downtown area of Duluth, Minnesota is described. Because I-35 is a principal ingredient in the downtown revitalization program, a 17-member advisory committee representing pro- and anti-freeway forces was appointed to ensure public involvement in the planning process. A projected plan was then produced that met federal standards, respected environmentally sensitive areas, and was fully integrated with downtown development and other community objectives. The key to the plan was the development of 10 multiple-use projects designed as integral parts of the highway plan. Five of the projects are illustrated and briefly described in this newsletter.
