This has been developed to the point where it can be brought to operating status relatively quickly with a modest investment and will be of substantial value to federal rail planners. This paper presents the need for such a project, plans for providing a reasonable approximation of network-type service, potential value in terms of operating data obtained and momentum created for the development of a national network, and costs of carrying out the demonstration. /Author/
