The critical issues identified, which are not listed in order of priority, are as follows: Financing requirements and alternatives for transportation systems and services; Energy efficiency in transportation; Intergovernmental responsibility for transportation systems; Transportation system maintenance technology and management; Transportation system performance criteria and design standards; Effects of transportation regulations; Improvement of existing nonurban transportation facilities; Transportation, land use control, and city forms; Transportation and the environment; and Transportation safety.
