STATE OF THE ART IN WARRANTS FOR FIXED ROADWAY LIGHTING-WITH DISCUSSION

Abstract:

FIXED LIGHTING WARRANTS ARE BASED PRIMARILY ON ENGINEERING EXPERIENCE AND DO NOT REFLECT CONSIDERATION OF THE FACTORS THAT EFFECT THE DRIVING TASK. WARRANTS SUGGESTED BY THE AMERICAN ASSOCIATION OF HIGHWAY OFFICIALS ARE REVIEWED. CONTINUOUS FREEWAY LIGHTING, INTERCHANGE ARE REVIEWED. CONTINUOUS FREEWAY LIGHTING, INTERCHANGE LIGHTING FOR UNLIGHTED FREEWAYS, ARTERIAL STREET LIGHTING, FREEWAYS AND EXPRESSWAYS (URBAN AND RURAL MAIN LINES AND URBAN AND RURAL INTERCHANGES), ARTERIAL MAIN LANES AND ATGRADE INTERSECTIONS, RAILROAD GRADE CROSSINGS IN RURAL AREAS AND TUNNELS AND UNDERPASSES ARE EXAMINED CRITICALLY. GENERAL RECOMMENDATIONS (WHICH MAY BE CONSIDERED AS WARRANTS) ESTABLISHED BY THE INTERNATIONALE DE ECLAIRAGE ARE DISCUSSED. SOME STATE HIGHWAY DEPARTMENTS HAVE DEVELOPED THEIR OWN WARRANTS AND PARTS OF ONE SUCH SET OF WARRANTS ARE DETAILED. THREE POLICIES WHICH HAVE BEEN EMPLOYED IN ESTABLISHING WARRANTS ARE LISTED THUS: MINIMIZING OF SITES WARRANTING LIGHTING (CONDITIONS SHOULD BE SET VERY HIGH); MAXIMIZING SITES (WARRANTS SHOULD BE VERY LIBERAL); AND ACTION ONLY WHERE THERE IS ECONOMIC JUSTIFICATION. A RATIONAL SET OF WARRANTS BASED ON DRIVER NEEDS RELATED TO ROADWAY, TRAFFIC, AND ENVIRONMENTAL CONDITIONS OF HEAVY TRAFFIC HAVE BEEN PROPOSED. THE FRAMEWORK FOR THE TOTAL DESIGN PROCESS (WARRANTS, GUIDELINES, PRIORITIES, BENEFITS, COST EFFECTIVENESS) IS BASED ON A NUMERICAL RATING SYSTEM. THE MAGNITUDE OF THE SUM OF THE RATINGS OF EACH OF THE FEATURES (GEOMETRIC, OPERATIONAL, AND ENVIRONMENTAL) IS AN INDICATER OF THE SEVERITY OF THE VISUAL COMMUNICATION PROBLEMS. COMPARISON OF THIS SUM WITH A NUMBER REPRESENTING ACCEPTABLE CONDITIONS, ESTABLISHES THE WARRANTING CONDITION. THE ESTABLISHMENT OF RELATIVE PRIORITY, GUIDELINES, AND COST EFFECTIVENESS BY THIS METHOD ARE ALSO DESCRIBED. THIS PAPER IS FOLLOWED BY A DISCUSSION IN WHICH COMMENTS ARE MADE ON VARIOUS ASPECTS OF THE MATTER.
