URBAN TRANSPORTATION IN GREAT BRITAIN: POLICY AND PROBLEMS

Abstract:

THE POLICY AND PROBLEMS OF URBAN TRANSPORTATION IN GREAT BRITAIN ARE REVIEWED. PUBLIC TRANSPORTATION IN LONDON ACCOMMODATES A LARGE PERCENTAGE OF TRAVEL FOR A VARIETY OF REASONS: (1) THE CHALLENGE OF DRIVING, (2) THE INABILITY OF A LARGE NUMBER OF THE POPULATION TO PURCHASE AUTOMOBILES, AND (3) THE EXTENT OF SERVICE INTERCHANGE. OF THE 8 SUBWAY ROUTES, THERE ARE OVER 40 INTERCHANGES WITH BRITISH RAILWAYS AS WELL AS A LARGE NUMBER OF INTERCONNECTIONS AMONG THE LINES THEMSELVES. AN INNER LONDON PARKING AREA HAS BEEN DEFINED IN WHICH FEES AND TIME LIMITS WILL BE SET TO DISCOURAGE COMMUTING BY AUTOMOBILE. EXISTING ROADS ARE TO BE IMPROVED TO ASSIST IN SPEEDING TRAFFIC FLOW. GROUND ACCESS BY RAIL LINKS TO AIRPORTS IS DESCRIBED. AFTER SURVEYING GREAT BRITAIN'S POLICY AND PROBLEMS, THE FOLLOWING RECOMMENDATIONS ARE MADE FOR NEW JERSEY: (1) IN ADDITION TO REVIEW POWERS, GIVE TO THE COUNTY PLANNING BOARDS THE POWER TO APPROVE OR DISAPPROVE THE DECISIONS OF MUNICIPALITIES WITH RESPECT TO MAJOR FACILTIES SUCH AS SHOPPING CENTERS, OFFICE COMPLEXES, AND INDUSTRIAL PARKS, (2) GRANT THE NEW JERSEY DEPARTMENT OF TRANSPORTATION THE RIGHT TO CHALLENGE THESE SAME DECISIONS WHEN THEY WOULD IMPACT DIRECTLY ON THE STATE'S TRANSPORTATION FACILITIES, (3) REQUIRE THAT COUNTY TRANSPORTATION DEPARTMENTS WORK CLOSELY WITH THE COUNTY PLANNING DEPARTMENTS, AND (4) ESTABLISH THE STATE PLANNING DIVISION AS AN APPEAL BOARD TO WHICH MINICIPALITIES MAY APPEAL THE DECISION OF THE COUNTIES OR OF THE STATE DEPARTMENT OF TRANSPORTATION. THE IMPORTANCE OF CENTRALIZING PARKING CONTROLS IN THE ORGANIZATION RESPONSIBLE FOR TRANSPORTATION IS STRESSED. COUNTY TRANSPORTATION DEPARTMENTS SHOULD ABSORB THE PARKING AND TRAFFIC FUNCTIONS NOW HELD BY MUNICIPALITIES. THE COUNTY TRANSPORTATION DEPARTMENT SHOULD HAVE THE RESPONSIBILITY FOR THE CONSTRUCTION AND MAINTENANCE OF COUNTY ROADS, AS WELL AS THE RESPONSIBILITY FOR THE MAJOR MUNICIPAL THOROUGHFARES WITHIN THEIR RESPECTIVE AREAS OF JURISDICTION.
