THE FACTORS UNDER PARTICULAR CONSIDERATION INCLUDED MEAN SPEEDS, SPEED DISTRIBUTIONS, HEADWAYS, HEADWAY DISTRIBUTION, VOLUME DISTRIBUTION BY LANE, LANE CHANGING, PASSING ON THE RIGHT AND ENFORCEMENT PROBLEMS.
