Abstract:

This is a report of a discussion sponsored by the Highway Research Board Committee on Motor Vehicle and Traffic Law, Chairman Louis R. Morony presiding, held at the 45th Annual Meeting of the Highway Research Board, January 17, 1966. The discussion concerns the legal nature of a driver's license. Included are the remarks of the following individuals: Dr. Charles B. Nutting, Administrator, National Law Center, George Washington University; Professor John H. Reese, Texas Technological College; Joseph P. Hennessee, Counsel, American Association of Motor Vehicle Administrators; Robert L. Donigan, General Counsel, Northwestern University Traffic Institute; and Professor Charles Bowman, University of Illinois. These remarks are followed by the comments made during the general discussion.
