Abstract: WHAT IS MEANT BY HIGHWAY IMPACT IS EXPLORED. THE CONCLUSIONS ADVANCED ARE (1) THERE IS NO LOGICAL BASIS FOR ASSUMING THAT HIGHWAY IMPROVEMENTS CAN PRODUCE ANY NET ECONOMIC BENEFITS OVER AND ABOVE USER BENEFITS, (2) SECONDARY BENEFITS SUCH AS INCREASES IN LAND VALUES, INCREASED INDUSTRIAL INVESTMENT, AND EXPANSION OF RETAIL TRADE AREAS ARE IMPORTANT IN ANY EFFECTIVE LAND-USE PLAN, (3) THESE SECONDARY BENEFITS ARE OF EVEN GREATER INTEREST BECAUSE OF THEIR EFFECT ON TRAFFIC GENERATION, (4) UNFORTUNATELY THERE IS NOT ENOUGH UNDERSTANDING ABOUT THE RELATIONSHIP BETWEEN HIGHWAY IMPROVEMENT AND ITS SECONDARY BENEFITS TO MAKE RELIABLE JUDGEMENTS IN CONNECTION WITH LAND-USE PLANNING AND TRAFFIC ESTIMATION, AND (5) THE MOST IMPORTANT QUESTIONS HIGHWAY PLANNERS WILL HAVE TO ANSWER IN THE NEXT FEW YEARS MAY BE SOCIAL AND NOT ECONOMIC ONES.
