One of the questions UMTA has to answer is whether to opt for a complete body design locked into transit uses, or to develop a chassis design--which would open a larger market to the chassis manufacturer--and let the body designers and builders put on specialty bodies, thus giving them a much larger market, too. While there are predictions that the market for good small buses will be large, it certainly is not today. (Author)
