Availability: Find a library where document is available Abstract: Issues that relate to emergency response and to hazardous materials accidents are discussed in this paper. The role of public and private sectors are discussed and it is noted that there is a lack of understanding of what are the appropriate roles. It is suggested that each group has a role to play before the emergency occurs, and the question of authority in an emergency will be less important than it now is. In order to prepare some emergency plans for a hazardous materials incident, public safety officials must know what materials are passing through their jurisdiction. The reluctance to make this data available to emergency planners must be overcome. Also, there is the need for the development of sound risk analysis procedures that can be used at the local level. Other areas which require better information are noted. Basic principles of responding to hazardous materials emergencies are noted. On-scene emergency communication, both face-to-face verbal communication and the transmission of communication over distance, is discussed. Comments are made on the need for training courses in hazardous incident management. The need for improvement in public involvement in the hazardous materials issue is noted. Carriers' and manufacturers points of view of emergency activities that require greater attention are discussed.
