Digital Copy: Abstract: The purpose of the Commute-Alternatives Program of the Metropolitan Transportation Commission (MTC), begun in early 1980, is to establish employer transportation coordinators in the San Francisco Bay Area to market ridesharing and other alternative transportation services to employees. MTC has published a Commute-Alternatives Training Manual and has completed four coordinator training courses consisting of six half-day sessions each and several special-purpose workshops. There are approximately 50 graduates of the program working as coordinators in Santa Clara County, San Francisco, and the central East Bay area. In Santa Clara County, the program has had an impact on the development of functioning commute coordinators. Severe transportation problems related to an imbalance between jobs and housing, low-density growth patterns, and a freeway system that has not kept pace with employment growth have made employers recognize the importance of transportation in employee recruitment, retention, and productivity. The program has been less successful in downtown San Francisco and Oakland where there is less recognition of transportation's impact an business.
