By using debt, a transportation agency can complete a capital project with a repayment schedule that spreads the cost of that project over its useful life, while the purchaser of the debt receives a reasonably reliable source of investment income. Many factors govern debt issuance, including statutory authority, project and/or program needs, federal rules and regulations, and the economy. This Guidebook describes the federal institutions and tools available to state and regional debt issuers, and provides guidance and effective practices for each phase of the debt issuance and management process, including the following: 1.
