Abstract:

The results of four regional workshops are examined and regional differences are noted. All four workshops noted the lack of funds. When maintenance funds are low and there is no prospect for change in the foreseeable future, effort must be made to prevent total collapse. In such cases a limited amount of money has to be divided among competing priorities to minimize system deterioration. Examination of the problem statement, evaluation by a maintenance engineer of the highway preservation and traffic consequences of a particular strategy, and communication of the effects of various funding levels, will help assure professional and public agreement. The lack of technology transfer was another noted deficiency. Effective transfer processes must be developed. It was noted that the Atlanta workshop participants were concerned with local government maintenance problems, minor repairs, vegetation control, and maintenance management methods. Hartford participants were concerned with multistate cooperation, and participants from other geographic areas articulated other concerns. Future concerns seem to be the need to reduce the energy intensiveness of highway maintenance, and the need to develop better highway maintenance techniques or of initial construction that will minimize the need for maintenance.
