Abstract:

The Colorado traffic records system is briefly described, its failure to meet--the demands is noted and the reasons for such failure are discussed. Actions that can be taken to prevent such failure are described. The Colorado traffic records are used to identify problems and set priorities, evaluate impact, determine cost/benefit, and to set goals. The system, however, is often out of date and lacks the sophistication to deliver complex data needed by safety researchers. There is a lack of coordination between the efforts of federal and state governments, and inconsistencies resulting from differing definitions and lack of coordination of various aspects are common. There is also a lack of timeliners. Training of personnel in accident reporting is desirable. Coordination of federal and state agencies could eliminate some of the inconsistencies and duplications. Innovative programs should be developed for on-site accident investigation. Intensive impact evaluations of selected programs could be performed on a national scale. Long-range research planning by the National Highway Traffic Safety Administration (NHTSA) would help long-term planning for state and highway safety programs.
