Availability: Find a library where document is available Abstract: The scope of the highway safety grant program review initiated in 1978 by the U.S. General Accounting Office (GAO) is briefly reviewed and the weaknesses of the problem identification process are discussed. These weaknesses relate to inadequate data, lack of problem identification criteria, and state versus federal priorities.
