Abstract:

The author notes that the point at issue is not whether accident data are acceptable criteria for evaluating highway safety programs, but what can be done to improve their reliability as a measure of program impacts. Some ways in which this could be done include (a) limiting the data, (b) making better use of driver reports, (c) consolidating files, and (d) collecting exposure data. Limiting the amount and kind of information required from police officers and reducing their paper work will increase their willingness to prepare reports and the number of reported accidents. Any expasion in the content of the accident reports should be in the area of drivers' reports. It would be helpful if accident data collected from police reports were made a part of the driver, vehicle, and road files. The collection of exposure data must be accorded the same priority as collecting accident data.
