Abstract:

This synthesis report presents information regarding the current state of the practice for the development and implementation of state department of transportation (DOT) statewide and regional transportation systems management and operations (TSMO) plans. The synthesis documents TSMO development, timing of adoption, implementation, evolution, monitoring, and maintenance. Additionally, the synthesis documents stakeholders involved in TSMO development, alignment of TSMO plans with other plans, impacts and benefits of TSMO plans, as well as the challenges and lessons learned from plan development and implementation. Information in this study was acquired through a review of the literature, a survey of representatives of state DOTs, and follow-up interviews that were used to develop five case examples of how DOTs developed and implemented TSMO plans.
