Record URL: Availability: Find a library where document is available Abstract: Although the need for a more effective set of short and long term transportation resilience strategies is increasingly obvious and urgent, many knowledge gaps and institutional barriers still exist. Finding creative ways to fill the gaps and overcome the barriers is a critical challenge for transportation leaders at both the state and national levels. The objectives of this project were to highlight significant knowledge gaps within the American Association of State Highway and Transportation Officials (AASHTO) and state departments of transportation (DOTs) and 1) recommend a 5-year research plan that addresses these gaps, and 2) provide brief discussion papers of critical resilience-related issues facing senior transportation leaders today.This report identifies 125 high-priority research needs of interest to state departments of transportation, FHWA, and others, and recommends 26 specific research topics in the areas of transportation security, emergency management, infrastructure protection, and transportation resilience. The report also provides environmental, economic, and cyber perspectives on transportation resilience with actionable messages for senior agency leaders and local elected officials. Part One of this report presents a research overview. Part Two contains three white papers: Understanding Transportation Resilience: An Environmental Perspective, Understanding Transportation Resilience: An Economic Perspective, and Understanding Transportation Resilience: A Cyber Perspective. These papers provide tools that agency leaders can use to engage their peers together with elected and appointed officials who may be unfamiliar with the conversation surrounding transportation resilience. Part Three is the 2020-2025 Transportation System Resilience Research Roadmap.
