Transportation System Management and Operations Effective Practices to Advance Program Planning in the U.S.

Abstract:

Transportation System Management and Operations (TSMO) is a critical function for U.S. State Departments of Transportation (DOTs) and other transportation agencies, particularly in urban and metropolitan areas where congestion has been a debilitating issue for decades - generally managed to reduce the rate at which it worsens rather than to improve system performance per se. The authors review the status of TSMO in U.S. State DOTs, focusing on the United States Department of Transportation (USDOT) and the Federal Highway Administration (FHWA) assessments of TSMO practices across the country and deductively extracting TSMO practices from state DOT TSMO Program Plans. The authors identify five leading practices that can help state DOTs and other transportation agencies achieve improvements in system performance: (1) Development of a balanced TSMO program consisting of strategic, programmatic and tactical elements; (2) Development of an overarching TSMO vision; (3) Development of TSMO strategic goals and objectives; (4) Development of formal linkages between the TSMO Program and other related transportation agency programs via the formal integration of plans; and, (5) Development of a business case for TSMO applications across the project lifecycle including multimodal applications such as highway, mass and freight transportation. This paper is potentially useful to transportation officials interested in integrating TSMO operations more broadly within the agency and leveraging other plans and modes to improve transportation system performance.
