A Framework for Productivity and Sustainable Freight Corridor Efficiency: An Application in Canada

Abstract:

To ensure productive and environmentally-sustainable trade corridors, government transportation agencies with the responsibility of deciding where to invest public resources must be able to analyze the performance of the transportation system. System condition information and intelligence that identify current uses and performance, opportunities (e.g., new markets) and other relevant surrounding circumstances are critical to decision-making.An effective performance framework is needed to identify the appropriate measures that capture these system performance elements to guide transportation system investment decisions. The objective of this work is to develop, and apply, a framework that serves as a roadmap to evaluate the transportation system under different performance concepts, such as productivity and environmental sustainability. This productivity framework describes a process to link productivity improvement measures to trade corridor efficiency to inform investment decisions. Researchers developed this framework by reviewing available data, approaches, tools and measures at the link-level. The resulting framework was applied on the Toronto-Detroit Highway 401 for road and on the Vancouver-Calgary corridor for rail, measuring efficiency, transportation, competitiveness, environmental and multimodal concepts elements at the trade-corridor-link level.Contributions of this work include the identification of adequate performance measures to issue recommendations from the case study based on these measures and determining data shortcomings and needs to enable analyses for evaluating the relationship between investment (in rail or road) and rail or roadway performance, and for evaluating productivity and environmental sustainability for rail or trucking by commodity.
