Title: Wisconsin Department of Transportation Quality Management Program: Materials Non-conformance and Non-performance Trend Analysis

Abstract: The Wisconsin Department of Transportation (WisDOT) uses a quality management program (QMP) specification for materials used in highway construction. The specifications require the contractor, subcontractor, or material supplier furnish materials in compliance with contract specifications and be capable of performing quality management functions required under the various QMP provisions. Failure to meet specifications leads to citations of either non-conformance or non-performance.Non-conformance (NC) is defined as the contractor, subcontractor, or material supplier providing materials that are not in compliance with contract specifications. Non-performance (NP) is defined as the contractor’s material acceptance tests not being in conformance with the specifications or QMP requirements. A study was initiated to examine the occurrences of NC and NP issues on WisDOT projects constructed from 2016 – 2019 to investigate if there were increasing material quality concerns program wide. This paper presents the results of this investigation, identifying trends of NC and NP occurrences statewide, highlighting the most common materials and causes associated with these occurrences and identifying trends on WisDOT’s methodology for dealing with the occurrences. A framework for an interactive Excel-based decision-support tool was created to assist WisDOT project managers in collecting quality-related information, running analysis at the state level and regional level, and developing reports to extract insights about quality trends. Use of this tool will allow more timely evaluation of NC and NP occurrences and provide more timely opportunities for corrective actions. Other State Highway Agencies (SHAs) may benefit from this type of analysis and use of a similar decision support tool.
