Title: Keeping the Water Clean: How Transportation Agencies Manage Roadway Stormwater Runoff

Record URL: Availability: Find a library where document is available Abstract: Transportation authorities are required by the Clean Water Act (CWA) to manage the stormwater runoff that discharges to the nation’s waters through regulated municipal separate stormwater sewer systems (MS4s) along streets, roads, and highways. State departments of transportation (State DOTs) have several challenges when implementing stormwater best management practices (BMPs) and Total Maximum Daily Load (TMDL) plans. Compliance challenges include right-of-way availability, site constraints, geotechnical requirements, safety, cost, and whether the state DOT actually has any control of the source of the pollutant. Regulatory agencies and MS4s could achieve more efficient control strategies through a comprehensive analysis of pollutant sources, BMP performance, the identification of water body impairments, and actual watershed loads. Examples of these control strategies by pollutant category are described. The article concludes with highlights from National Cooperative Highway Research Program (NCHRP) report 918, "Approaches for Determining and Complying with TMDL Requirements Related to Roadway Stormwater Runoff."
