Availability: Find a library where document is available Abstract: It is generally recognized that the success of any policy or plan depends on the quality of those who administer it; thus the development of human capital becomes one of the important investments in economic growth, especially in the Third World countries, in which the availability of well-trained personnel is often the main obstacle to economic development. This paper reviews a recent experience in training future transport planners and policy administrators in Argentina. A short description of this program is followed by a discussion of the lessons learned and the training options that other such programs should consider.
