The document strives to give the reader an understanding of what payment convergence is and pathways to its implementation. A literature review and detailed survey responses from 36 of 46 transit agencies surveyed are provided. Detailed case examples of six different systems, including two international sites, are also included in the report and provide additional insights on the state of the practice, including lessons learned, challenges, and gaps in information. Among the findings from the study is that payment convergence can be achieved in many ways, and some agencies have led their own development road maps while others have leveraged private vendors. Many agencies see payment convergence as a way to attract more riders and to provide a more seamless experience. Ensuring that all communities can access the fare payment system is a challenge and concern for many agencies. Challenges with data management also remain. Other findings suggest that wholesale changes to an electronic fare payment system are cost-prohibitive for many agencies, so many use their mobile applications as a way to converge. Although many agencies focus on technological concerns, consensus building and decision making were found to be fundamental. Payment convergence provides agencies with an opportunity to offer more cross-program incentives to specific communities such as seniors, students, low-income riders, and riders with disabilities.
