Abstract:

This review of major relocation issues focuses on business displacements, last-resort housing, increased interest payments, the one-for-one housing concept, increased interest payments, energy-saving measures, and proposed legislation. An eight point program is outlined which was instituted by the Department of Transportation to mitigate some of the difficulties faced by businesses when DOT-assisted projects led to their displacements. Innovative methods of providing needed housing are discussed. With regard to increased interest payments, the Federal Highway Administration (FHWA) is exploring different ways of computing or establishing interest differential from both legal and equitable viewpoints. In order to mitigate adverse impacts in areas where there is a shortage of low- and moderate-income housing, a movement is emerging to institute one-for-one replacement of these types of housing units. The FHWA is continuing to encourage state and local governments to incorporate energy conservation requirements into their housing codes. Proposed revisions to certain sections of the Uniform Act are listed. The sections concerned are 101(6); 201; 202; 202(b); 202(c); 202)d); 203(a)(1); 203(a); 204(1); 205(a); and 213(a)(b).
