Title: RELOCATION AND PROPERTY ACQUISITION: EXPERIENCE, PROBLEMS, AND PROSPECTS

Availability: Find a library where document is available Abstract: This review which focuses attention on practical improvements to relocation procedures, considers legal questions relating to the nature of relocation and compensation and presents the key findings of a study of individuals displaced by highway projects. Tests for compensability losses (suggested by Downs) are recommended as a guide to possible changes in relocation practices. These tests are: attributability; noninherent riskiness; significance; identifiability; measurability; deliverability; net negative impact; and significance to the relocatee. The importance of these tests is suggested by the results of the before and after residential displacement study. The economic, household, social, and psychological effects of dislocation are presented as well as specific compensation and assistance factors. The latter included reactions to the prices paid for dwellings taken, the effects of compensation on housing, total compensation, and the overall attitudes toward compensation and assistance. Changes to the relocation policies and practices are recommended. The changes relate to the prices paid for dwelling units, cash flow, ancillary property improvements, income-producing property, cash needs, rent supplements, attitudes and assistance of relocation personnel, re-renting acquired property, consideration of displacement effects in the highway planning process, and the involvment of local citizens.
