Title: Level of Service Thresholds for Sidewalks Under the Influence of On-Street Parking

Abstract: This paper reports on a study of pedestrian behavior under the influence of on-street parking. The authors identified study sides and collected pedestrian movement data, then developed fundamental flow-relationships and quantification of the influence of on-street parking on walking speed and level of service (LOS) of the facility. The authors then developed LOS thresholds and design guidelines for parking and non-parking sidewalk faces. The study used three central business district (CBD) sites in the state of Gujarat, India. Pedestrian flow data was collected through video-graphic technique, wherein continuous pedestrian movement was meticulously captured and simultaneously covered both legal and illegal parking sidewalk faces. The authors conclude that the presence of parked vehicles acts as a psychological and physical barrier, channeling pedestrian movement and enhancing pedestrian safety.
