Abstract:

Currently, there are few tools or resources available to state departments of transportation (DOTs) on how to effectively manage state transportation research programs. This synthesis identifies the current state of practice of managing such research programs. It identifies existing resources, desired individual skill sets, core competencies, and structures that are in place for DOTs to manage and conduct transportation research, especially federally funded research. The study presents a literature review and the results of a survey of state DOTs that manage research programs. Forty-four completed responses were received from the 50 agencies in the survey sample, a response rate of 88%. Case examples of five state DOTs are provided; these present an in-depth analysis of the processes and considerations, challenges, lessons learned, and keys to success of research programs.
