Abstract:
This paper contains definitions of and recommendations for the problem areas of the Traffic Operations and Planning Workshop. The scope and objectives of the workshop were defined as issues and problems related to traffic planning and operations in small and medium-sized communities and as recommendations related to improving the practice of traffic planning and the management of traffic operations. Five problem areas requiring attention were mentioned: a need for the traffic operations and planning process to be responsive to local needs; a need to bridge the credibility gap that traffic professionals have with local elected officials; insufficient money available at the local level for traffic planning and for traffic operation improvements; a need for system performance measures; and defects in the traffic planning process.
