Comparing Consumers’ Preferences in 2015 with Actual Policy Measures and EV Market Share in 2016

Abstract:

A study conducted two years ago (2015) assessed policy measures to stimulate the uptake of electric mobility among consumers in 20 nations on five continents. The outcome of a choice based conjoint (CBC) evaluation highlighted the importance of monetary incentives; yet, the use of the Kano technique to identify individuals’ discontent with missing aspects showed how charging networks are also complete necessities. The current study re-examines these findings by comparing the two-year-old empirical data with actual data. Specifically, the real impacts of the following policy measures on the proportion of newly registered electric vehicles (EVs) in 2016 are studied: fiscal incentives, charging infrastructure investments, and traffic policies supporting EVs. Results showed positive direct impacts associated with all measures. Including the quantity of charging stations as a moderator, however, raised the impact of fiscal measures disproportionately high. Investments in adequate charging networks may thus support the global uptake of EVs. Moreover, since the impacts of financial measures and charging stations strengthen each other, and given the accumulative nature of the quantity of charging stations, it will be possible to reduce fiscal incentives over time to generate equal promoting impacts.
