Title: Determining Parking Requirements for High-Rise Buildings Located in Urban Rail Transit Station Catchment Areas: a New Methodology

Abstract: Reasonable parking requirements for high-rise buildings located in urban rail transit station catchment areas play an important role in solving urban parking problems. A core influence area of high-rise buildings is proposed based on public transport service capacity. Further, parking demand characteristics of Chinese built high-rise buildings are summarized, and equilibrium theory is used to examine the internal and external environments of super high-rise buildings. Public transport accessibility levels and public transport service capacity as part of the external environment along with the building areas of high-rise buildings and utility index of shared-parking as part of the internal environment are selected as the main influential factors. Based on the standardization of the main factors, reduction coefficients of parking requirements for high-rise buildings are studied and the calculation method for the gradual reduction within parking requirements of ordinary buildings is determined. Next, the reduction reasonability is checked under the constraints of public transport service capacity within the core influence area. Finally, the authors consider the Changqing Tower, a high-rise building in Xi’an, where every 100 square-meter is equipped with 0.45 parking spaces—which is significantly lower than the current specification requirements. Rationality of the calculation results is validated from the aspect of limited parking resources in central areas, parking demand policy regulation and a comparative analysis of parking requirements among Chinese megacities.
