A Proposal to Consider the Risk Impact of Slope Failures on Road Maintenance and Operation Costs

Abstract:

In modern infrastructure management, it has become very important to consider the analysis of the complete life cycle, and the ability to consider future risk in the cost of asset maintenance and operation. Traditionally, slopes were considered a fix cost during construction, and an accidental and haphazard cost during operation. Its design is performed using a conventional safety factor of between 1.5 and more than 3. However, minor slope failures are a common occurrence in all countries, particularly in mountainous terrain, usually associated with heavy rains. Its economic impact is relevant, if not very high, and may put lives at risk. Furthermore, a reasonable economic analysis must include some provisions or expenditure in the short to medium period. Climate change may play a role in these costs, due to changes in total precipitation and its torrentiality. The paper presents a new methodology to include the operation and maintenance costs of minor slope failures considering their debris volume and the probability of occupying part of the highway platform. The methodology has been tested in several examples, of which one is included. The results prove that this approach is feasible, and may improve the overall highway life cycle studies from planning to operation stages.
