Title: A Location Model of Storehouses with Facility Disruptions Under the Limited Delivery Time of Relief Supplies

Abstract: The relief supplies reserve network (RSRN) plays a significant role in reducing disaster loss. When constructing the network, the authors considered the problems of ignoring reserve failure risk and unreasonable delivery time of relief supplies and proposed a stochastic programming model that makes decisions to determine the location, capacity, and coverage range of storage with a minimum sum of construction cost and expected failure cost. A genetic algorithm was employed in this paper. Based on real data from Kunming City, a model was designed. The case showed the algorithm designed for the proposed model is effective and feasible. Over time, the total cost increases along with the extension of the delivery time of relief supplies.
